Appropriates $4,539,917,000 to the Department of Health and Welfare Division of Medicaid for fiscal year 2024 (July 1, 2023 through June 30, 2024) across five programs: Medicaid Administration and Medical Management, Coordinated Medicaid Plan, Enhanced Medicaid Plan, Basic Medicaid Plan, and Expansion Medicaid Plan.

Authorizes a maximum of 213.00 full-time equivalent positions for the Medicaid Administration and Medical Management Program during fiscal year 2024, with Governor authorization required for any increases.

Requires monthly Medicaid tracking reports comparing appropriations to actual and forecasted expenditures, with format determined by the Legislative Services Office and Division of Financial Management.

Allows transfers of trustee and benefit payments funding in excess of 10% among the five Medicaid plans and administration program, but prohibits transfers to other programs or expense classes within the Department of Health and Welfare.

Appropriates an additional $6,216,100 to the Enhanced Medicaid Plan for fiscal year 2023 (July 1, 2022 through June 30, 2023) and implements cost-sharing requirements to the maximum federally allowable extent for expanded Medicaid population children.
