Allocates $80,000,000 continuously from sales tax revenues to the transportation expansion and congestion mitigation fund established in section 40-720, Idaho Code.

Distributes any portion of sales tax revenues exceeding $80,000,000 (up to a maximum of $140,000,000 total, or 4.5% of revenues collected) to local units of government for local highway projects in the same percentages provided in section 40-709(1) through (3), Idaho Code.

Allows local units of government to pool allocated funds for local highway projects.

Requires the distribution to local units of government to immediately follow distributions to the revenue-sharing account under subsection (10).

Declares an emergency, making the act effective immediately upon passage and approval.
