Idaho Legislature declares support for the Electoral College system and opposition to the National Popular Vote Interstate Compact.

Legislature finds the Electoral College ensures all states are heard in presidential elections, balances rural and urban interests, and maintains federalism by making states responsible for selecting the president.

Legislature asserts the National Popular Vote Interstate Compact would effectively amend the Constitution without proper constitutional amendment procedures and could result in a state's electoral votes going to a candidate opposed by the state's majority.

Legislature expresses concern that the Compact gives chief election officials of member states extraordinary power to judge other states' election results and could enable federal intervention in state election processes.

Legislature encourages the Governor, Attorney General, and Secretary of State to oppose efforts to repeal or nullify the Electoral College and to examine policies preventing adoption of the National Popular Vote Interstate Compact.
