Authorizes the Legislative Council to appoint a two-year committee consisting of ten legislators (five from the Senate and five from the House) to study natural resource issues important to Idaho

Committee may receive input, advice, and assistance from interested and affected parties who are not members of the Legislature, and ad hoc legislative members may also be appointed

Committee cochairs are authorized to appoint technical advisors with water expertise and are expected to receive input from stakeholders, with non-legislative advisors receiving no reimbursement or voting privileges

Committee shall submit a progress report to the Second Regular Session of the Sixty-seventh Idaho Legislature and a final report with findings and recommendations to the First Regular Session of the Sixty-eighth Idaho Legislature

Natural resource issues of focus include stabilization of the water distribution system, aquifer status throughout the state, and wildlife management
