Authorizes the Legislative Council to establish a task force to study Medicaid managed care programs in Idaho and other states with the goal of reducing costs and improving health care access and outcomes.

Task force shall conduct a detailed comparison between managed care services and value-based services, including a cost-benefit analysis of both approaches.

Requires the task force to include legislators appointed by the Legislative Council, the Director of the Department of Health and Welfare (or designee), and a designee of the Governor as nonvoting members.

Task cochairs may appoint additional nonvoting members representing stakeholders including hospitals, Medicaid providers, and insurance providers; nonlegislative members receive no reimbursement from legislative funds.

Task force must report its findings, recommendations, and any proposed legislation to the Second Regular Session of the Sixty-seventh Idaho Legislature by January 31, 2024.
