Limits individual members to introducing no more than three informational bills per legislative session, with informational bills maintained in the Chief Clerk's office rather than referred to committees.

Exempts informational bills from the standard committee printing and referral process, allowing them to bypass the Judiciary, Rules and Administration Committee.

Requires all bills, joint resolutions, and concurrent resolutions to be designated and endorsed as informational bills when introduced by individual members.

Exempts informational bills from the five-day committee call procedures and reporting deadlines that apply to regular bills under Rule 17.
