Amends Rule 6 to allow bills to be introduced by submission to the Chief Clerk after assignment of a bill number, with the bill maintained in the Chief Clerk's office.

Maintains existing restrictions that after the 20th day of session, only committees may introduce bills, and after the 36th day, only State Affairs, Appropriations, Education, Revenue and Taxation, Health and Welfare, and Ways and Means Committees may introduce bills.

Allows the Speaker to designate any standing committee as a privileged committee temporarily or for the remainder of the session when necessary to expedite House work.

Amends Rule 10 to clarify that bills submitted to the Chief Clerk under Rule 6(2) are exempted from the requirement to be ordered printed by the Judiciary, Rules and Administration Committee before referral by the Speaker.

Excludes concurrent resolutions enabling a joint session at the commencement of the legislative session from the bill submission provisions.
