No bills may be introduced after the 20th day of session except by committees, and after the 36th day only by State Affairs, Appropriations, Education, Revenue and Taxation, Health and Welfare, and Ways and Means Committees.

Speaker may temporarily designate any standing committee as a privileged committee to introduce bills when essential to expedite House business.

Ways and Means Committee cannot receive bill referrals until after the 36th day of session.

Committee members may request an introductory hearing on a routing slip with approval from at least half of committee members, to be held within three legislative working days.

After a bill has been in committee for five legislative working days, any committee member may call for a hearing, which requires approval by 70% of committee members; these provisions do not apply to agency bills or routing slips.
