Removes the contingent effective date provisions that tied the law's activation to a U.S. Supreme Court decision or constitutional amendment, making the criminal abortion law effective immediately upon July 1, 2023.

Defines "abortion" as the use or prescription of any instrument, medicine, drug, or substance to intentionally kill a living embryo or fetus, excluding unintentional deaths or conduct after natural death.

Establishes criminal abortion as a felony punishable by 2-5 years imprisonment, with professional licenses suspended for a minimum of 6 months on first offense and permanently revoked on subsequent offenses.

Provides affirmative defenses allowing abortion only when necessary to prevent the pregnant woman's death (determined by physician in good faith medical judgment) or in cases of reported rape or incest with specific procedural requirements.

Protects pregnant women from criminal prosecution and allows medical treatment that unintentionally results in fetal death when provided to save the pregnant woman's life.
