Authorizes the Department of Environmental Quality Director to enter into voluntary contracts and agreements with public agencies, municipal corporations, and private parties for funding or reimbursement of department costs related to protection of human health and the environment.

Limits voluntary contracts and agreements to a five-year term, with renewal possible upon agreement of all parties.

Makes technical corrections to Section 39-105, Idaho Code, including clarifications to the Director's powers regarding air quality permits, water quality safeguarding, and solid waste disposal administration.

Declares an emergency and makes the bill effective July 1, 2023.
