Limits extended learning opportunities under Idaho Code Section 33-6401 to full-time students attending public schools, including enrichment opportunities, career readiness programs, internships, pre-apprenticeships, and apprenticeships.

Restricts self-directed learner designation under Idaho Code Section 33-512D to full-time students who meet specific criteria including content mastery, teacher designation, math facts proficiency (grade 5+), and demonstrated postsecondary planning (grade 8+).

Allows designated self-directed learners to access flexible learning arrangements including flexible attendance, virtual school, extended learning opportunities, and other agreed-upon options with student, teacher, and parental consent.

Requires self-directed learners to be reported as one (1.0) FTE or full-day attendance for funding purposes, with districts receiving full funding regardless of actual attendance up to one full day or FTE per student.

Declares an emergency and makes the amendments effective July 1, 2023.
