Amends Section 31-3201A, Idaho Code, to revise the change of venue fee provision for district court proceedings.

Changes the requirement that the change of venue fee ($29.00) be paid to "the clerk of the court of the county to which venue is changed initiating the change" to instead be paid to "the clerk of the court of the county initiating the change."

Maintains the same $29.00 total fee with $9.00 going to the county district court fund and $20.00 going to the state court technology fund.

Declares an emergency and makes the act effective July 1, 2023.
