Allows owners of cows, sheep, or goats to obtain raw milk for personal household consumption without it constituting a sale, and permits cow/sheep/goat share ownership arrangements under specified conditions.

Limits cow shares to 7 cows, sheep shares to 15 sheep, and goat shares to 15 goats unless otherwise permitted by the Idaho state department of agriculture.

Requires farms or dairies operating share programs with more than 3 cows, 7 sheep, or 7 goats to test raw milk at least 4 times during any consecutive 6-month period, with specific bacterial, coliform, and somatic cell count limits.

Mandates all cows, sheep, and goats in share programs be tested annually for tuberculosis and brucellosis and establishes that share owners must receive written contracts with health standards, test results, and notification that milk is raw and unpasteurized.

Prohibits sale, advertisement, or distribution of raw milk or raw milk products to restaurants, food establishments, grocery stores, or farmers markets, with violations subject to fines up to $200 and civil enforcement actions.

Establishes an effective date of July 1, 2023.
