Amends Idaho Code Section 23-903 to authorize liquor licenses for conference and event centers in resort cities that have enacted local option nonproperty taxes, limited to one license per resort city.

Adds authorization for liquor licenses to historic district food and beverage facilities located in structures at least 110 years old within national historic districts in resort cities with local option nonproperty taxes, limited to one license per resort city.

Requires conference and event centers to have at least 4,000 square feet of enclosed space for conferences and events with a commercial kitchen, and permits liquor service only during hosted conferences or events.

Requires historic district food and beverage facilities to occupy at least 6,000 square feet in a building with a commercial kitchen and prohibits issuance to establishments that currently hold or received a liquor license within the preceding two years.

Effective date of July 1, 2023, with an emergency declaration.
