State Board of Land Commissioners must post notices of closures, restrictions, regulations, or prohibitions on endowment lands on the Idaho Department of Lands website, supervisory offices, and at gates or entry points with contact information.

First violation within five years results in a warning ticket and advisory notice.

Second violation within five years of a prior conviction or warning is an infraction punishable by a fine of $250.

Third violation within five years of a prior conviction or warning is a misdemeanor punishable by a fine not exceeding $1,000 or up to six months county jail imprisonment, or both.

Violations accompanied by physical harm, injury, or damage to property or natural resources are treated as criminal trespass, with courts required to order restitution and having discretion to mandate boating, off-road, and/or snowmobile operator education classes.

Effective date is July 1, 2023.
