Amends Section 54-1501, Idaho Code, to expand the definition of optometry practice to include therapeutic laser procedures: laser capsulotomy, peripheral iridotomy, and laser trabeculoplasty.

Requires optometrists performing therapeutic laser procedures to have graduated from an optometry college or university accredited by the Association of Schools and Colleges of Optometry where these procedures were taught.

Requires optometrists to pass the National Board of Examiners in Optometry laser examination to be authorized to use therapeutic lasers.

Maintains existing prohibition on therapeutic laser use by optometrists, except for the three specified procedures listed in the bill.

Declares an emergency and effective date of July 1, 2023.
