Amends Idaho Code Section 49-613 to revise exemptions from load-securing requirements for vehicles operating on public highways.

Modifies the exemption for government and quasi-government entities to clarify it applies only to their agents, employees, or contractors performing highway maintenance or construction.

Corrects terminology in the agricultural exemption by changing "agricultural byproducts" to "agricultural by-products" and clarifies the exemption applies to vehicles transporting unprocessed agricultural products, agricultural by-products, agricultural materials, or agricultural inputs.

Effective date is July 1, 2023, with an emergency declaration included.
