Repeals existing Section 50-222 Idaho Code and replaces it with comprehensive new annexation requirements for Idaho cities, effective July 1, 2023.

Requires landowner consent from two-thirds of parcels and at least 50% of the area proposed for annexation, with written consent recorded at the county recorder's office.

Mandates cities notify landowners and county commissioners of annexation intent, publish notice, adopt a written annexation plan, and hold public hearings before the city council and planning and zoning commission.

Establishes exceptions for landowner-initiated annexations, residential enclaves of 30 or fewer parcels, municipal airports, fairgrounds, and prohibits annexation of agricultural or forest land of 5+ acres without express written landowner permission.

Provides judicial review for city-initiated annexations under Chapter 52, Title 67 Idaho Code with appeals filed within 28 days of annexation ordinance publication and heard at the earliest practicable time.
