Clarifies that it is unlawful to allow barbed wire or barbed wire fences to be left down, strewn on the ground, or in disrepair in a manner that creates danger of livestock injury, with an exception for wire that poses no danger and is under circumstances unlikely to permit livestock to escape.

Requires any person, sheriff, deputy sheriff, constable, or policeman with knowledge of exposed or damaged barbed wire to give notice verbally or otherwise to the responsible person, occupant, owner, firm, or corporation.

Makes it unlawful for property owners to fail to correct a barbed wire violation within 10 days after receiving notice under Idaho Code Section 35-302.

Changes penalties from misdemeanor fines of $5 to $25 to a tiered infraction system: first violation $150, second violation within 5 years up to $300, and third violation within 5 years as a misdemeanor.

Takes effect July 1, 2023, under an emergency declaration.
