Amends Section 49-504, Idaho Code to clarify temporary permit provisions for vehicle sales, allowing a 72-hour temporary permit when application is submitted in person or a 45-calendar-day temporary permit when submitted electronically through approved department means.

Permits temporary permits to allow operation of noncommercial vehicles, unladened commercial vehicles, and vehicle combinations without license plates, with ladened commercial vehicles also permitted if owner/operator obtains a permit under Section 49-432, Idaho Code.

Amends Section 49-1613, Idaho Code to add Section (1)(k) making it unlawful for vehicle dealers to issue more than one temporary permit per vehicle sale.

Makes technical corrections throughout both sections, including replacing "which" with "that" in multiple locations for grammatical consistency.

Declares an emergency and establishes an effective date of July 1, 2023.
