Electric vehicles are charged a $140 annual fee and plug-in hybrid vehicles are charged a $75 annual fee in addition to other registration fees, with exemptions for neighborhood electric vehicles.

Effective July 1, 2024, owners of electric vehicles and plug-in hybrid vehicles may elect to pay a road usage charge of 1¢ per mile instead of the standard registration fees.

Annual road usage charges are capped so cumulative charges cannot exceed the applicable standard fee ($140 for electric vehicles or $75 for plug-in hybrids) in any one year.

The department is authorized to contract with an account provider to manage the road usage charge program, including vehicle enrollment, mile tracking using geolocation data, billing, collections, and customer service.

All fees collected under the road usage charge program are deposited to the highway distribution account and apportioned according to existing law; act becomes effective July 1, 2023.
