Requires counties, cities, highway districts, and aviation authorities to use competitive bidding procedures before leasing property with profit-sharing components, including at least 30 days public notice and consideration of all proposals.

Establishes that aviation field or airport property cannot be leased with profit-sharing arrangements unless competitive bidding procedures are followed with public notice in newspapers.

Mandates county property leases with profit-sharing provisions must follow public notice and bidding procedures set forth in section 31-808, Idaho Code, allowing consideration of proposals and negotiation with interested parties.

Requires highway districts to follow public hearing and sale procedures before entering lease-purchase agreements containing profit-sharing components between the district and private entities.

Effective July 1, 2023, with emergency clause declared, and repeals section 50-1407 (former city lease statute) while amending section 50-1409 to require public notice and hearing provisions for city profit-sharing leases.
