Senate Bill 1078 Summary

• Establishes a new Chapter 8 in Title 34, Idaho Code, requiring the Secretary of State to prepare and distribute a voters' guide before each primary and general election to provide uniform election information to voters.

• Voters' guide must include complete text of initiatives and referendums, fiscal impact statements, sponsor funding information, arguments and rebuttals on state measures, candidate names, and candidate statements not exceeding 200 words with contact information and photographs no older than 4 years.

• Requires distribution of voters' guides to every household in Idaho at least 30 days before the election, with additional copies sent to county clerks and made available online and upon request.

• Specifies voters' guide printing requirements: pages at least 6 x 9 inches, clear readable type no less than 10-point (7-point minimum for measure text), and quality paper suitable for voters.

• Amends existing voters' pamphlet law to allow the voters' guide to satisfy publication requirements for initiative, referendum, and constitutional amendment information; effective July 1, 2023.
