Shifts all city general elections from odd-numbered years to even-numbered years, held on the first Tuesday following the first Monday in November.

City officials whose terms expire in 2023 or other odd-numbered years remain in office until the first election held in an even-numbered year after their term would have otherwise expired.

City initiative, referendum, bond, and levy elections must be held in even-numbered years instead of odd-numbered years.

Makes corresponding technical corrections to Idaho Code sections 34-101, 34-106, 34-1801B, 50-402, and 50-405 to implement the shift to even-numbered election years.

Declares an emergency and makes the act effective immediately upon passage and approval.
