S1081 - Restricted Driver's License

• Authorizes the Idaho Department of Transportation to issue restricted driver's licenses to individuals who are domiciled in Idaho, meet age requirements for Class D licenses, and can provide valid identification documentation without demonstrating lawful presence in the United States.

• Restricted driver's licenses are valid for two (2) years from issuance, cost fifty dollars ($50.00) per two-year term, and allow operation of motor vehicles in the same manner as Class D licenses.

• Establishes that restricted driver's licenses cannot be accepted as proof of lawful presence, cannot be used for voting or firearm purchases, must be distinguishable in appearance from other credentials, and must display "FOR DRIVING PURPOSES ONLY - NOT FOR VOTING OR OTHER OFFICIAL USES."

• Applicants without a Social Security number may apply for restricted driver's licenses without providing Social Security verification, though they must submit valid identification documentation such as a birth certificate, passport, consular identification card, or other governmental entity documents.

• Effective date is July 1, 2023, and the act is declared an emergency measure.
