Establishes that sheriff candidates must be at least 21 years old, a U.S. citizen, and must have resided in the county for one year preceding the election.

Prohibits candidates from having been convicted of a crime for which they could have been imprisoned in federal or state penitentiary.

Requires candidates to have never been decertified by the Idaho peace officer standards and training council or equivalent state certification body and to have never resigned their certification.

Exempts sheriffs elected prior to July 1, 2023 from the conviction and decertification qualification requirements, but applies these requirements to those running for reelection on or after July 1, 2023.

Becomes effective July 1, 2023, declared as an emergency measure.
