Amends Idaho Code Section 36-701 to add an exception for wildlife exhibit businesses authorized by a United States Department of Agriculture class C exhibitor license obtained on or before July 1, 2003 and maintaining current class C licensing.

Exempts such authorized wildlife exhibit businesses from most captive wildlife requirements except for record-keeping and inspection provisions under Section 36-709(c) and disease-related cervidae importation rules.

Allows these licensed wildlife exhibit businesses to maintain captive animals without additional state permits or licenses, provided they maintain compliance with federal USDA class C licensing standards.

Declares an emergency clause, making the act effective upon passage and approval.
