Amends Idaho Code Section 56-209h to revise civil monetary penalties against public assistance providers and their officers, directors, owners, and managing employees for violations of program requirements.

Establishes new penalty of $500 per month per staff person (up to $5,000 monthly maximum) for failing to perform or timely complete required background checks.

Establishes new penalty of $500 per month per staff person (up to $5,000 monthly maximum) for failing to complete required training as identified by the department.

Retains existing penalties up to $1,000 per improperly claimed item or service for fraud, abuse, and other violations listed in subsection (6)(a) through (i).

Effective date is July 1, 2023, with an emergency declaration allowing immediate implementation.
