Requires school districts to notify parents in writing within five (5) days if a transfer request is denied and must include a written explanation of the denial.

Establishes a student appeals process allowing parents to appeal transfer denials to the state board of education within ten (10) days of receiving written notification.

Requires every school district to adopt a policy determining capacity at each grade level and school, prohibiting discrimination based on residential address, ability, disability, race, ethnicity, sex, or socioeconomic status.

Mandates school districts publicly post monthly capacity information on their websites and report capacity data to the state department of education, which must compile and report findings to the legislature by September 1 each year.

Becomes effective July 1, 2023, and is declared an emergency measure.
