Amends Section 18-8304, Idaho Code to revise sex offender registration applicability requirements for persons convicted of specified sex crimes on or after July 1, 1993.

Expands coverage to include convictions in other jurisdictions (including military courts) and foreign convictions substantially equivalent to Idaho offenses, provided the person enters Idaho to establish residence, seek employment, or attend any educational institution.

Includes conviction subsection (f) regarding the infamous crime against nature (formerly codified in chapter 66, title 18, Idaho Code) only if the conviction was entered before July 1, 2022.

Clarifies that offenders incarcerated in correctional facilities, county jails, juvenile corrections, or mental health institutions are not required to comply with registration provisions during incarceration.

Effective date of July 1, 2023, declared as an emergency measure.
