Requires the Idaho Department of Health and Welfare to notify parents, guardians, or legal custodians in writing of their rights when the department directly contacts them during a child abuse, neglect, or abandonment investigation.

Establishes four specific rights that must be communicated: the right to refuse to answer questions, consult with an attorney and have one present, refuse entry to their home or property, and refuse questioning of minor children unless authorized by court order.

Notification must be provided in writing at the time of first contact or within 72 hours after the initial direct, in-person contact with the department.

Allows parents, guardians, or legal custodians to challenge violations of these notification rights and entitles them to recover costs and attorney's fees if successful.

Takes effect on July 1, 2023, with an emergency declaration.
