Removes the sunset provision for sunrise reviews, making the committee's authority to conduct sunrise reviews permanent rather than limiting it to two years ending in 2023.

Extends the sunset review cycle from every 5 years to every 10 years for licensing authorities, requiring each authority be reviewed at least once every 10 years.

Adds requirement that each licensing authority under sunset review must submit information to the committee to facilitate evaluation of specified statutory factors.

Changes sunset review process language from "shall endeavor to review at least one (1) group each year" to clarify the committee reviews groups "depending on the priorities and workload of the committee."

Becomes effective July 1, 2023, with an emergency declaration.
