Adds Section 67-4313 to Idaho Code recognizing Bear Lake as a highly valued natural resource for its native fisheries, recreation, distinctive water clarity, and unique turquoise blue color.

Declares the state's intent to preserve Bear Lake's inherent qualities and characteristics for future generations, including native fish and wildlife, water quality, navigation, littoral rights, and lake-related recreation.

Affirms the state supports enhancement of Bear Lake's operational utility for irrigation storage purposes, which has served this function since the early 1900s and remains essential to the Bear River basin.

Encourages collaboration among state agencies and stakeholders to help preserve and enhance Bear Lake's interests and prevent degradation of the lake's quality and functions.

Specifies that the law does not impair Bear Lake's operation, interfere with existing water rights, or appropriate any water; becomes effective July 1, 2023.
