Establishes a new crime of "domestic terrorism" defined as activities within Idaho that cooperate with foreign terrorist organizations, violate Idaho criminal law, and involve violent acts intended to physically harm people or use weapons of mass destruction to intimidate, coerce, influence, or disrupt lawful activities or influence state policy.

Classifies "domestic terrorist" as a person convicted of domestic terrorism and establishes penalties of up to life imprisonment or fines up to $50,000 for committing or conspiring to commit domestic terrorism.

Expands existing terrorism laws to include provisions for domestic terrorism in statutes covering prohibited activities, material support to terrorists, murder of the first degree, and statute of limitations.

Provides that material support to domestic terrorists carries penalties of up to 15 years imprisonment or fines up to $50,000, with material support defined as financial resources, lodging, training, false documentation, weapons, explosives, transportation, and other physical assets (excluding medical or religious material).

Removes statute of limitations for prosecution of domestic terrorism offenses, making them perpetual crimes with no time deadline for bringing charges.
