Military Division: reduces $253,600 ($197,400 operating expenditures and $56,200 capital outlay) from American Rescue Plan Fund and appropriates equal amount from ARPA State Fiscal Recovery Fund.

Declares the bill an emergency measure effective upon passage and approval.
