Appropriates $13,629,000 total to the Public Employee Retirement System of Idaho (PERSI) for fiscal year 2024 (July 1, 2023 - June 30, 2024), consisting of $7,531,100 for personnel costs, $5,878,500 for operating expenditures, and $219,400 for capital outlay.

Allocates $12,408,900 for Retirement Administration from the PERSI Administrative Fund ($12,332,000) and Judges' Retirement Fund ($76,900).

Allocates $1,220,100 for Portfolio Investment from the PERSI Special Fund.

Authorizes PERSI to maintain no more than 81.00 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor with notice to the Joint Finance-Appropriations Committee.

Establishes continuous appropriation authority for investment expenses related to the Portfolio Investment Program under Section 59-1311, Idaho Code, and declares the act effective July 1, 2023 as an emergency measure.
