Appropriates $19,833,600 to the Office of Species Conservation for fiscal year 2024 (July 1, 2023 through June 30, 2024) from General Fund ($1,730,600), Miscellaneous Revenue Fund ($15,000), and Federal Grant Fund ($18,088,000).

Limits the Office of Species Conservation to no more than 15.00 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor with prompt notification to the Joint Finance-Appropriations Committee.

Requires all funds to be used only for their designated purposes and subjects them to accountability reports and management reviews under Idaho Code Section 67-702.

Declares an emergency and makes the act effective July 1, 2023.
