Appropriates $10,604,100 to the Department of Insurance for fiscal year 2024 (July 1, 2023 through June 30, 2024), including $6,674,300 for personnel costs, $3,818,100 for operating expenditures, and $111,700 for capital outlay.

Insurance Regulation program receives $9,204,600 from the Insurance Administrative Fund ($8,474,600) and Federal Grant Fund ($730,000).

State Fire Marshal program receives $1,399,500 from the Arson, Fire and Fraud Prevention Fund.

Authorizes the Department of Insurance to employ no more than 70.50 full-time equivalent positions during the fiscal year, unless additional positions are authorized by the Governor and reported to the Joint Finance-Appropriations Committee.

Requires all appropriated funds to be used only for their designated purposes and subject to accountability reports and management reviews under Idaho Code Section 67-702; effective July 1, 2023.
