Appropriates $5,829,600 to the Commission for the Blind and Visually Impaired for fiscal year 2024 (July 1, 2023 through June 30, 2024) from multiple funds including General Fund ($1,693,100) and Federal Grant Fund ($3,788,800).

Authorizes the Commission to employ no more than 43.12 full-time equivalent positions during the fiscal year, with any increased positions requiring Governor approval and Joint Finance-Appropriations Committee notification.

Funds must be expended according to designated expense classes: personnel costs ($3,715,300), operating expenditures ($875,000), capital outlay ($400), and trustee and benefit payments ($1,238,900).

Requires all funds to be subject to accountability reports and management reviews under Idaho Code Section 67-702, with funds used only for their designated purposes.

Declares an emergency and makes the act effective July 1, 2023.
