Appropriates $4,565,200 total to the Executive Office of the Governor for fiscal year 2024 (July 1, 2023 – June 30, 2024), consisting of $2,290,800 for personnel costs and $2,274,400 for operating expenditures.

Allocates $2,542,500 from General Fund for Administration/Governor's Office, plus $17,800 for Acting Governor Pay and $4,900 for Expense Allowance from General Fund.

Allocates $2,000,000 from Governor's Emergency Fund for emergency purposes.

Authorizes no more than 21.00 full-time equivalent positions during the fiscal year, unless specifically authorized by the Governor, with Joint Finance-Appropriations Committee notification required for any increases.

Exempts the Executive Office of the Governor from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between object codes and programs, though transfers between funds require express legislative approval.
