County commissioners may satisfy monthly publication requirements by maintaining a publicly accessible website with board agendas and minutes instead of publishing in newspapers, but must still publish a monthly financial summary showing total spending from each fund with the website link.

Counties must publish an annual financial report within 30 days of the annual audit showing fund sources of income, expenditures, current balances, and other financial information as determined by the board.

State and all taxing entities must publish personal service contracts over $10,000 within 15 days, listing parties, amount, and a one-sentence purpose, with option to satisfy requirements through county monthly statements or county website agendas and minutes instead of newspaper publication.

"Personal service" is defined as specialized professional or consultive expertise for governmental activities that require intellectual or sophisticated services which the entity cannot provide internally.

The act takes effect on July 1, 2023, and is declared an emergency measure.
