Appropriates $27,215,100 in total funding from the General Fund and other sources to eight health education programs for July 1, 2023 through June 30, 2024, including Family Medicine Residencies ($7,288,600), WWAMI Medical Education ($7,285,500), and Eastern Idaho Medical Residencies ($2,765,000).

Authorizes maximum full-time equivalent (FTE) positions for specific programs: WWAMI Medical Education (13.72 FTE), Family Medicine Residencies (21.30 FTE), WIMU Veterinary Education (6.38 FTE), and Idaho Dental Education Program (3.25 FTE), with zero FTE authorized for four programs.

Exempts health education programs from object transfer limitations, allowing unlimited transfers between budget codes for dedicated fund moneys during fiscal year 2024.

Reappropriates any unexpended and unencumbered balances from fiscal year 2023 dedicated funds for nonrecurring expenditures during fiscal year 2024.

Allows the Division of Financial Management to approve expenditure of dedicated funds for student tuition and fees during fiscal year 2024 outside the normal budget process, with all adjustments reflected in fiscal year 2025 budget requests.
