Appropriates $130,349,300 to the Division of Veterans Services for fiscal year 2024 (July 1, 2023 through June 30, 2024) from multiple funds including General Fund, Veterans Recognition Income Fund, Miscellaneous Revenue Fund, Veterans Home Endowment Income Fund, and Federal Grant Fund.

Authorizes 439.50 full-time equivalent positions for the Division of Veterans Services during fiscal year 2024, with any increase requiring Governor approval and notification to the Joint Finance-Appropriations Committee.

Reappropriates up to $8,274,200 in unexpended Federal Grant Fund balances from fiscal year 2023 for nonrecurring expenditures at Post Falls Veterans Home and Boise Cemetery.

Reappropriates up to $1,764,600 in unexpended Federal COVID-19 Relief Fund balances from fiscal year 2023 for nonrecurring expenditures at Post Falls Veterans Home.

Reappropriates up to $3,157,100 in unexpended Veterans Recognition Income Fund balances from fiscal year 2023 for nonrecurring expenditures at Post Falls Veterans Home.

Takes effect July 1, 2023 as an emergency measure.
