Changes the appointment authority for two senate members to the Multistate Tax Compact Advisory Committee from the lieutenant governor to the president pro tempore of the senate

Maintains the committee composition of the multistate tax commission member representing Idaho, any designated alternate, the attorney general or designee, two senate members, and two house members appointed by the speaker

Retains the committee chairman as the member of the multistate tax commission representing Idaho

Preserves the requirement that the committee meet at least once per year and consider all matters relating to multistate tax commission recommendations

Declares an emergency effective upon passage and approval
