Appropriates $296,000 to the Office of the Lieutenant Governor for fiscal year 2024 (July 1, 2023 - June 30, 2024), consisting of $266,900 for personnel costs and $29,100 for operating expenditures.

Limits the Office of the Lieutenant Governor to a maximum of 3.00 full-time equivalent positions during fiscal year 2024, unless specifically authorized by the Governor with notification to the Joint Finance-Appropriations Committee.

Exempts the Office of the Lieutenant Governor from transfer limitations under Idaho Code Section 67-3511, allowing unlimited transfers between expense classes for fiscal year 2024.

Appropriates an additional $7,000 for fiscal year 2023 (July 1, 2022 - June 30, 2023) for travel expenses and a one-time payroll adjustment, with $2,000 for personnel costs and $5,000 for operating expenditures.

Declares Section 4 (fiscal year 2023 appropriation) effective upon passage and approval as an emergency measure, with Sections 1-3 effective July 1, 2023.
