Appropriates $204,546,900 to the Department of Commerce for fiscal year 2024 (July 1, 2023 through June 30, 2024) from multiple funds including General Fund ($6,669,000), Tourism and Promotion Fund ($27,741,000), and Federal Grant Fund ($166,297,900).

Authorizes the Department of Commerce to maintain no more than 48.00 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor.

Reappropriates unexpended balances from fiscal year 2023 for broadband infrastructure: up to $35,000,000 from Idaho Broadband Fund, $124,100,000 from ARPA Capital Projects Fund, and $50,000,000 from Federal Grant Fund.

Reappropriates up to $1,000,000 from the American Rescue Plan Fund for economic planning purposes.

Directs that broadband grant funds from the American Rescue Plan Act Capital Projects Fund and Federal Grant Fund be allocated at the direction of the Idaho Broadband Advisory Board and requires all funds to be subject to accountability reports and management reviews.
