Appropriates $61,710,500 to the State Board of Education for Community Colleges for fiscal year 2024 (July 1, 2023 through June 30, 2024), distributed across five community colleges and systemwide programs.

College of Eastern Idaho receives $7,003,700; College of Southern Idaho receives $18,668,500; College of Western Idaho receives $20,816,700; North Idaho College receives $15,182,400; and CC Systemwide receives $39,200.

Funds are designated for personnel costs ($53,135,100), operating expenditures ($8,534,400), and capital outlay ($41,000), drawn from General Fund and Community College Fund sources.

Exempts the State Board of Education for Community Colleges from transfer limitations under Idaho Code Section 67-3511(1), (2), and (3), allowing unlimited transfers between object codes and programs, provided fund-to-fund transfers require legislative approval.

Declares an emergency and becomes effective July 1, 2023.
