Creates the "Parental Rights Protection of Minors Act" requiring manufacturers to automatically install filters on smartphones and tablets manufactured after January 1 of the year following enactment that block material harmful to minors across mobile data, internet browsers, wired networks, and wireless networks.

Filters must notify users when blocking access, allow passcode holders to unblock websites, and reasonably prevent non-passcode users from deactivating or uninstalling the filter.

Manufacturers face civil and criminal liability if devices activated in Idaho lack compliant filters and minors access harmful material, unless the manufacturer made good faith efforts using generally accepted and commercially reasonable filtration methods.

Individuals (except parents or legal guardians) who knowingly enable passcodes to remove filters face civil liability and criminal charges with fines up to $1,000 for first offense and up to $20,000 for subsequent offenses, plus potential imprisonment up to one year for repeat violations.

Provisions become effective January 1 following the date when at least five other states enact substantially similar legislation and those laws take effect; act takes effect January 1, 2024.
