Appropriates $107,615,700 to the Department of Labor for fiscal year 2024 (July 1, 2023 - June 30, 2024) across three programs: Administrative Services ($15,622,600), Workforce and Commissions ($42,222,400), and Determinations ($49,770,700).

Authorizes the Department of Labor to maintain no more than 702.58 full-time equivalent positions during fiscal year 2024, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Appropriates $4,047,900 in REED Act funds (under federal Social Security Act Section 903) for unemployment insurance and employment services program administration for fiscal year 2024.

Adds $6,315,000 to fiscal year 2023 appropriations for Determinations program ($4,585,000 in personnel costs and $1,730,000 in operating expenditures) while reducing other fiscal year 2023 appropriations by the same amount from Administrative Services.

Authorizes State Controller to correct the Unemployment Trust Fund Account cash balance in the STARS system by increasing it by $4,468,402.51 to align with actual cash balance; requires all funds be subject to accountability reports per Idaho Code Section 67-702.
