Appropriates $25,353,800 to the Office of Information Technology Services for fiscal year 2024 (July 1, 2023 through June 30, 2024), consisting of $19,379,100 for personnel costs, $5,920,700 for operating expenditures, and $54,000 for capital outlay.

Authorizes a maximum of 176.00 full-time equivalent positions for the Office of Information Technology Services during fiscal year 2024, with the Joint Finance-Appropriations Committee to be notified of any additional positions authorized by the Governor.

Appropriates an additional $693,700 from the General Fund for fiscal year 2023 ($469,600 for personnel costs and $224,100 for operating expenditures) and increases full-time equivalent position authorization by 10.00 positions for that same period.

Reduces the fiscal year 2023 appropriation from the Administration and Accounting Services Fund by $172,400 for personnel costs.

Declares an emergency with Sections 1, 2, and 6 effective July 1, 2023, and Sections 3, 4, and 5 effective upon passage and approval.
